This PowerPoint report, presented by the Insurance Information Institute’s president and chief economist at the Florida Hurricane Catastrophe Fund’s 7th Annual Participating Insurers Workshop in Orlando, Florida, focuses on hurricane risk and other insurance issues in Florida. The report looks at how bad the situation is now and how much worse it could get, noting that as of 2004 Florida had more coastal exposure (nearly $2 trillion) than any other state (nearly 80 percent of the state’s total insured exposure is coastal). In this context the report discusses whether unabated coastal development in the state is rational. The report also discusses how insurers can help shape the debate by signaling what should be built and where. It presents discussions on the role of private v. government-run insurers, a review of state-run plans and an overview of a national catastrophe plan. The report concludes with a series of recommendations, including raising public awareness of risk, making risk disclosure in all residential real estate transactions mandatory, requiring that residents sign waivers if they decline flood coverage, and strengthening and enforcing building codes.
